Congress manifesto includes 30 lakh jobs, increase in reservation and zero application fee in exams.

Congress released its manifesto for the Lok Sabha elections on Friday. Congress President Mallikarjun Kharge, Congress Parliamentary Party President Sonia Gandhi, former President Rahul Gandhi, Manifesto Committee Chairman P. Chidambaram and Congress General Secretary (Organisation) KC Venugopal released the Congress manifesto for the Lok Sabha elections, 2024. This manifesto has been named 'Nyaya Patra'.
In this, emphasis has been laid on justice for all sections which include women, youth, farmers, poor etc. Releasing the manifesto, the party said that unemployment is a big problem in the country and this government is for the rich.
What is in the manifesto this time?
The 48-page Nyaya Patra emphasizes 10 pillars of justice for all classes and regions. This manifesto was prepared under the chairmanship of former Finance Minister P. Chidambaram. Congress President Kharge said that the Congress Working Committee had approved it on March 19. Releasing the Nyay Patra, Congress President Mallikarjun Kharge said the focus was on the five pillars of justice during Rahul Gandhi's Bharat Jodo Nyay Yatra. Among these, Youth Justice, Farmer Justice, Women Justice, Labor Justice and Share Justice were announced. Of these, there are 25 guarantees. All these have also been included in the manifesto.
what for which class
1. Nationwide Economic-Social Caste Census.
2. The cap of 50% on reservation for Scheduled Castes, Scheduled Tribes, Other Backward Classes and Poor General Category will be removed.
3. 10% reservation for Economically Weaker Section (EWS) in education and jobs will be implemented for people of all castes and communities without any discrimination.
4. All vacant posts reserved for Scheduled Castes, Scheduled Tribes and Backward Classes will be filled within 1 year.
5. Contract recruitment in government and public sector undertakings will be replaced by regular recruitment and the existing contract workers will be regularised.
6. The landless will be given land.
7. After wide consultation the party will bring in a law to recognize civil unions between couples belonging to the LGBTQIA+ community.
for youth
1. To guarantee the first job, the Apprenticeship Act, 1961 will be replaced by the Apprenticeship Rights Act. The law will provide a one-year apprenticeship program in a private or public sector company for every diploma holder or college graduate below 25 years of age. Under this law, every trainee will be given an honorarium of Rs 1 lakh per year.
2. Formation of fast-track courts to deal with cases of paper leak (question paper leak) for job examinations and financial compensation to the victims.
3. About 30 lakh vacant posts sanctioned at various levels in the Central Government will be filled.
4. The Fund of Funds scheme for start-ups will be restructured and 50 per cent of the available funds, Rs 5,000 crore, will be allocated equally across all the districts in the country.
5. One-time relief will be given to those applicants who could not take the government examination from 1 April 2020 to 30 June 2021 during the pandemic.
6. Application fees for government examinations and government posts will be abolished.
7. In respect of all student educational loans, the loan amount due including interest up to March 15, 2024 will be waived off and banks will be reimbursed by the government.
8. Sports scholarship of Rs 10,000 per month will be provided to talented and emerging sportspersons below the age of 21 years.
For ladies
1. Resolved to launch a Mahalakshmi scheme to provide Rs 1 lakh per year as unconditional cash transfer to every poor Indian family. Beneficiaries will be identified from among the most needy families.
2. This amount will be transferred directly to the bank account of the oldest woman in the household. In case of demise of the elderly woman, it will be transferred to the account of the oldest member of the family.
3. Congress said that the Constitution (106th) Amendment Act is a symbol of BJP's betrayal towards women. The Amendment Act contains devious provisions that will allow reservation of seats in the Lok Sabha and state assemblies to be implemented only after 2029. Congress will remove these devious provisions and the Amendment Act will be immediately implemented. One-third reservation for women will be implemented in the state assemblies that will be elected in the 2025 assembly elections.4. From 2025, half (50 percent) of central government jobs will be reserved for women.
5. To prevent discrimination in women's pay, the principle of 'equal work, equal pay' should be implemented.
6. Congress will significantly increase the amount of institutional loans given to women.
7. Women and men should have equal rights in matters of marriage, succession, inheritance, adoption, guardianship etc. All laws will be reviewed.
for farmers
1. The minimum support price declared by the government will be given legal guarantee as per the recommendation of the Swaminathan Commission.
2. Commission for Agricultural Costs and Prices (CACP) will be made a statutory body.
3. Minimum Support Price (MSP) payable to the farmer-seller at the procurement centers and APMC will be deposited digitally directly into the farmer's bank account.
4. Crop insurance will be tailored to the farm and the farmer. Premium will be taken from the farmer as per the sum insured and all the claims will be settled within 30 days.
5. Retail markets will be established for farmers in big rural and small towns, so that farmers can bring their produce and sell it to consumers.
for education
1. Amendment in the Right to Education (RTE) Act to make education from class 1 to class 12 free and compulsory in government schools.
2. The practice of charging special fees for various purposes in government schools will be abolished.
3. The number of Kendriya Vidyalayas, Navodaya Vidyalayas and Kasturba Gandhi Girls' Schools will be increased in consultation with the State Governments.

Every year, financial assistance of Rs 72 thousand is given annually to 20 percent of the poor under the NYAY scheme.
